This job typically falls to some sort of assistant editor or other flunky. This individual's primary goal is to create a clickbait title that triggers the reader to click the link out of glee or rage.
Seems like they got the rage part right because it worked on you.
Authors often write their headlines. They just don't have final say in them and editors often replace the headlines. It doesn't matter all that much to me whether she wrote the deranged headline or works at a Rag that churns out deranged headlines on top of her stories.
