I see we are debating everything through the prism of Trump yet again.
Most recent Presidents take the position that the War Act is unconstitutional and they can rely on Article II authority, and in that regard Congress doesn't succeed in enforcing the War Act either. The courts also relied on existing Authorization for Use of Military Force Act which basically guts the War Act. But you guys knew all that right?
Most Presidents often do comply with the Act's Notice provision, but no President has been willing to abide where the Act requires troop withdrawal after 60 days without Congressional authorization. The view of the Presidents (actually the DOJ) is that this Section is obviously unconstitutional based on court holdings. You can go through all the Presidents since Reagan who have kept troops in places for long periods in places with ongoing hostilities like Lebanon, Syria, Iraq, Somalia, and on and on.
So to actually answer Gold's vapid question, the War Act while technically valid, has been emasculated well before now.
But go ahead, proceed on usual prolonged absorption with Trump.
