Instead of asking people, if they approve or disapprove, they should ask them to rank the present on a scale of 0 to 100.
I bet a lot of the people who disapprove would not disapprove at the level of four, but at the level of zero or one.

That would be a bit more telling than the way things normally tell.
People who don't like Trump don't just dislike him a little. They flocking hate his guts!
