The Air District is now taking a lot of heat from low income groups who allege that they are being disproportionately harmed by the water heater rule. The recent meeting of the Stationary Source Committee of the District saw the District encountering a lot of very vocal resistance from these groups. This puts the Air District in an untenable position politically.
