Three Ways the Iran War Could End

There are three ways the war in Iran could end, according to Bernard Haykel, a professor of Near Eastern Studies at Princeton University. The regime could fall. It could stay but soften its stance and cut a deal with the US. Or it could simply hold on and survive but "hardened even further in its determination to be a revisionist power." The last one, he says in his Weekend Interview with Bloomberg's Mishal Husain, is the most likely.

Bloomberg Economics also does not consider regime change likely, at least in the short term (Terminal subscribers only). Prediction markets which have drawn flack for the grim calculus of betting on war see that outcome as unlikely, too 36% as of this writing. On the other hand, US President Donald Trump said on Friday that the only deal he will accept is "unconditional surrender."

If the regime does fall, or comes close, Iran could devolve into chaos, as Burcu Ozcelik writes in an essay this weekend: The Iranian Revolutionary Guard Corps could fracture, or local armed groups could lead to civil war.

Haykel also warns that things could go downhill quickly:

"In that case [of regime change], you could end up with a civil war. Iran is only about 50% Persian by ethnicity. You have other ethnicities the Baloch, the Kurds, the Azeris, the Arabs. They could be armed by outside powers. You could end up with a very chaotic and weakened central state. That would spell a disaster for Iran and for the region. Iran is a large country with a super-talented population. It has massive resources in oil and gas. Seeing a Libya-style war in Iran would be catastrophic."

As for how long the fighting will last, Dina Esfandiary of Bloomberg Geoeconomics highlights three factors (Terminal subscribers only). The greater the economic cost meaning mostly energy prices the more pressure there will be on Trump to end the war. For Iran, willingness to deal will depend on how fast its weapons stockpiles are depleted or destroyed, as well as which factions emerge most powerful in the wake of Ayatollah Ali Khamenei's death.

One scenario that no one seems to consider particularly likely: a transition to democracy. Bloomberg Geoeconomics looked at the history of foreign-imposed regime changes and found that they very rarely leave stable democracies in their wake.


As analyst Antonio Barroso writes:

"Of 60 foreign-backed leadership change attempts since 1945, only seven produced democracies that endured for at least a decade. In cases allegedly involving the US, just two of 26 did. In the Middle East, none resulted in a consolidated democracy."

Open questions:

Could China come to Iran's aid? Not likely, (Terminal link) and NATO is not likely to enter the war either (Terminal link).

Who else might? If Iran continues to attack Saudi Arabia, "You're going to see the Saudi Air Force getting involved in this war on the side of both the US and Israel," says Haykel.

For Russia, a jump in oil prices could help replenish rainy-day reserves and there's a hope that the US exhausts weapons and attention, per Bloomberg News.

Will Kurdish forces enter the war? Israel is reportedly working toward that option, and it is part of a scenario that Ozcelik suggests could unleash a new level of chaos and blowback inside and outside of Iran
