First video didn't have many foreigners, so your excuse of avoiding diplomatic incidents for lax enforcement of hijab laws was bogus.
The second, longer video shows many women without hijab, roughly half the younger women. Which means that your video with an Iranian expat claiming that women who don't cover their heads risk punishment was bogus, certainly doesn't jibe with 30% of women not following that rule.

I provided an explanation of the neighborhood that you posted a video from. You don't like the explanation, take that up with Google. You're always so jumpy to be defensive when sometimes things really aren't that serious
No one does bad faith as much as you do, and this is a great example.
You can't claim, as the expat you posted on this thread, that there are grave consequences for women who don't wear a head cover in Iran, when by your own claim a very large number of women in those public places don't, period.
Your first excuse was that they didn't enforce these regulations in an upscale neighborhood because of foreigners there. I've provided you with 2 videos showing uncovered Iranian women in areas without foreigners, and all you have to say is your usual lame copout projection.
